So says a study in the journal Biology Letters by researchers at the University of Exeter. Thomas W. Davies, Jonathan Bennie and Kevin J. Gaston,"Street lighting changes the composition of invertebrate communities"]

The researchers set up 28 traps in the grass below and between streetlamps in the English town of Helston, in Cornwall. They collected captured insects at dawn and dusk over three days, and ended up with nearly 1,200 specimens. Turns out, more bugs hung out under the lights than between them. And that was true at night and day?suggesting that streetlights permanently upped the value of the buggy real estate below them.

The researchers also found greater numbers of predators and scavengers under the lamps?like ground beetles, harvestmen and ants?because it may be easier to hunt for prey with the help of a spotlight.

With artificial lighting increasing globally at 6 percent a year, the authors say there's a chance light pollution could shake up food webs in unforeseen ways. Call it a bug in the system.

Continuing Education Resources: Most Children with ASD ...

Fewer than one out of five school-aged children with special health care needs were diagnosed with autism spectrum disorder (ASD) by age 2, according to new data from an NIMH-funded study. These diagnoses were made by a variety of health care providers, and most children in the study used multiple health care services (such as speech or language therapy) and multiple medications social worker continuing education

Background

Identifying ASD at an early age allows children to start treatment sooner, which can improve their later development and learning, and may also reduce a child?s need for specialized services or treatments later in life.

To determine the experiences of school-aged children with special health care needs, Lisa Colpe, Ph.D., M.P.H., and Bev Pringle, Ph.D., of the NIMH Division of Services and Intervention Research, collaborated with colleagues who conducted more than 4,000 telephone interviews with parents or guardians of a child between the ages of 6-17 who had a confirmed diagnosis of ASD, intellectual disability, and/or developmental delay.

These survey interviews were a part of the Pathways to Diagnosis and Services Study, sponsored by NIMH using funds available from the American Recovery and Reinvestment Act of 2009 (Recovery Act). Additional collaborators on this project include the National Center for Health Statistics at the Centers for Disease Control and Prevention (CDC) and the Maternal and Child Health Bureau at the Health Resources and Services Administration (HRSA).

Results of the Study

Key findings include:
The median age when school aged children with special health care needs and ASD were first identified as having ASD was 5 years.
Those identified as having ASD at younger than 5 years were diagnosed most often by generalists (such as pediatricians, family physicians, and nurse practitioners) and psychologists. Those identified later than 5 years were diagnosed primarily by psychologists and psychiatrists.
Nine out of ten school-aged children with special health care needs and ASD used at least one health care service, such as behavioral intervention or modification services, sensory integration therapy, cognitive based therapy, occupational therapy, physical therapy, social skills training, or speech or language therapy. Social skills training and speech or language therapy were the most commonly used service, each used by almost 60 percent, or three out of five, of these children.

More than half of school-aged children with special health care needs and ASD used at least one psychotropic medication. ?Psychotropic medication? refers to any medication used to treat a mental disorder. Almost 33 percent of these children used stimulant medications
25 percent used anti-anxiety or mood-stabilizing medications
20 percent used antidepressants.

Significance

The new data detail the experiences of young children with ASD, describing when they are first identified as having ASD, who is making those identifications, and the services and medications the children use to meet their developmental needs.

What?s Next

NIMH encourages researchers to access and analyze the new dataset to produce more studies on the early life experiences and the diagnostic, service, and treatment issues relevant to children with ASD and special health care needs. Zhongsheng Group Holdings Ltd , a major Chinese auto retailer, announced on Friday it has acquired a 70 percent stake in German vehicle-personalization specialist Carlsson Autotechnik GMBH to meet rising demand from wealthy Chinese car owners for custom bodies and souped-up engines.

China?s auto retailers like Zhongsheng and Pangda Automobile Trade Co are diversifying their offerings to gain market share as the country?s nouveau riche spend millions on luxury cars.

Zhongsheng?s chairman, Huang Yi, said the company is formulating ?aggressive plans? for Carlsson that will take advantage of Zhongsheng?s vast network of dealers stretching from Heilongjiang province in the north to Guangdong in the south.

Huang declined to disclose the financial details of the investment and declined to quantify what kind of revenue and profit growth for Zhongsheng he expects from Carlsson, but said margins on car accessories Zhongsheng sells are already ?formidable.? Zhongsheng sold 300 million yuan ($47 million) worth of accessories last year through its network, he said.

Huang also said the Carlsson acquisition is aimed at a growing population of owners in Beijing, Shanghai and other mega cities across China where government officials and wealthy buyers have snapped up so many luxury cars that they have lost their cachet.

?The problem is there are so many Mercedes, BMW and Audi cars in Shanghai and Beijing that those cars sometimes feel like mainstream cars, like driving a Camry in Los Angeles,? Huang said.

Most of Carlsson?s products are authorized by Mercedes-Benz, a status allows Mercedes car buyers to keep warranties for their vehicles from being nullified if they install after-market parts.

Huang said Zhongsheng and Carlsson, which operates out of an historic 19th century manor house, plan to establish a small chain of Mercedes-Carlsson retailers in China to sell super-luxury Carlsson-customized Mercedes cars.

They also plan to establish manufacturing facilities within China to produce Carlsson customization accessories and kits for brands that Zhongsheng represents, Huang said in an interview earlier this week in Beijing.

The Beijing-based auto retail group currently has 140 stores and markets cars for an array of foreign brands that include Lexus, Volvo, Porsche, Toyota and Nissan, in addition to Mercedes.

China?s vehicle customizing sector is so new that few companies track sales, making it difficult to assess the market?s size, although anecdotal evidence of its promise is easy to see on big-city streets.

Here is yet another reason why the coming election is so important: The average number of weeks for a job seeker to find employment has skyrocketed over the last three years, as you can see from the chart below. In April 2012, unemployed Americans waited on average 39.1 weeks before landing employment.

Of course, ebbs and flows in the economy and the job market are natural. But the average length of time it takes an unemployed worker to find a job is at heights unseen since the?Bureau of Labor Statistics?started tracking that data in 1948. Prior to the great recession, the record high was 21.2 weeks, set in July 1983. That mark was broken in April 2009, and we?ve been above it for 37 straight months.

We find ourselves at levels today that would have been literally off the charts three years ago.

Obviously, the only way to turn this around is to create more jobs and opportunities for small businesses to grow and invest. Unfortunately, the President?s budget promises more of the same. The latest economic analysis from the non-partisan Congressional Budget Office says that his plan for more debt and more deficits will only slow down the economic recovery even further.

?For the 2018-2022 period, CBO estimates that the President?s proposals would reduce real output, on average, by between 0.5 percent and 2.2 percent compared with what would occur under current law,??according to their report.

After taking a few years to get off of the ground, MHL (Mobile High-Definition Link) technology is now found in many modern phones as well as HDTVs from LG, Toshiba and Samsung. Now, Silicon Image has announced its second generation of chips to go in those devices with enhanced features. MHL if you'll recall, lets mobile devices connect to HDTVs via HDMI, while passing power and control signals along with the video. According to Silicon Image its new chips, the SiI8240 MHL transmitter (for phones, tablets, cameras and laptops) and SiI9617 MHL Bridge (for HDTVs, monitors and projectors) and dual-mode IP core (like the one in Samsung's Galaxy S II) upgrade the previous generation's capabilities with the ability to pass 1080p video at 60Hz (up from 30Hz) and charge up to twice as fast. CANNES, France (AP) ? Love is in the air at the Cannes Film Festival, as the jury sits down Sunday to choose its prizewinners.

There's love in the face of death in Michael Haneke's "Amour," love in conflict with faith in Christian Mungiu's "Beyond the Hills" and love against the odds in Jacques Audiard's "Rust and Bone" ? three favorites to take the top prize, the Palme d'Or.

The jury, which is led by Italian director Nanni Moretti and includes actors Ewan McGregor and Diane Kruger, director Alexander Payne and fashion designer Jean-Paul Gaultier, will announce the prize winners at a ceremony later.

For filmmakers, it means a frustrating wait. Directors and actors getting prizes are tipped off that they should show up to the ceremony, but are not told what they have won.

"We knew we would have an award, we didn't know what, which one," said Laurent Cantet, who won the top prize in 2008 for "The Class."

"You wait and wait and wait. At the end there is only one left but the Palme d'Or."

This year, critics and bookmakers put Haneke out in front with the tightly controlled but deeply felt "Amour." The Austrian director won the Palme three years ago for "The White Ribbon."

Three other previous winners are in the competition ? Romania's Mungiu, Britain's Ken Loach, with whisky-tasting comedy "The Angels' Share," and Iran's Abbas Kiarostami with the Tokyo-set "Like Someone in Love."

The 65th Cannes Film Festival has seen plenty of glamour, with the likes of Brad Pitt, Nicole Kidman, Robert Pattinson and Kristen Stewart appearing both on-screen and on the red carpet.

But in the movies, weighty themes dominated as the French Riviera froth was subdued by several days of unseasonable rain and cold.

Other contenders in what's considered a strong lineup of 22 films ? if one lacking in surprises ? include Thomas Vinterberg's Danish witch hunt drama "The Hunt" and Ukrainian Sergei Loznitsa's bleak wartime drama "In the Fog."

The nine jurors will pick the recipients of the Palme d'Or, the second-place Grand Prize and the third-place Jury Prize, as well as male and female acting winners.

The jury could choose to reward Hollywood royalty. Pitt plays a cynical mob enforcer in Andrew Dominik's "Killing Them Softly" ? one of a handful of Cannes films examining the soul of America ? and Kidman is unrecognizable as a Southern femme fatale in Lee Daniels' "The Paperboy."

Other powerful performances include Marion Cotillard's tragedy-struck killer-whale trainer in "Rust and Bone," Mads Mikkelsen's hunted Dane in "The Hunt," newcomer Paul Brannigan's scrappy Glasgow lad in "The Angels' Share" and Denis Lavant, as a performer who takes on a host of bizarre personas in "Holy Motors."

There's strong sentiment in favor of Jean-Louis Trintignant and Emmanuel Riva ? two French film legends, both in their 80s ? as an elderly couple facing death in "Amour."

If past festivals have proved anything, it's that predictions are impossible.

This year's wild card is French filmmaker Leos Carax's "Holy Motors," a film so strange and unpredictable it prompted one journalist to ask the director: "is there a French word for bonkers?"

It was greeted at its press screening with whoops and wild cheers, as well as scattered boos.

The wild reception shows how unpredictable and disorienting Cannes can be.

Director Daniels said he was astonished to learn films routinely get booed at Cannes. There was a smattering of boos at the "The Paperboy" press screening ? and a 16-minute standing ovation at the gala premiere that evening.

"I'm still confused by it all," the director said ? but, he said, it's an exciting confusion.

PESHAWAR, Pakistan (AP) ? An American drone fired two missiles at a bakery in northwest Pakistan Saturday, killing four suspected militants, officials said, as the U.S. pushed ahead with its drone campaign despite Pakistani demands to stop. This was the third such strike in the country in less than a week.

Drone attacks in Pakistani tribal areas where Afghan and other militants have found refuge are considered a key tactic by U.S. officials in the war against al-Qaida and its Taliban supporters. But many Pakistanis resent the strikes, which they consider an affront to their sovereignty.

Two Pakistani intelligence officials said the latest attack took place in Miran Shah, the main town in the North Waziristan tribal region.

The officials said the victims were buying goods from a bakery when the missiles hit. Residents were still removing the debris, officials said. All of the dead were foreigners, but the officials did not have any information on their identities or nationalities.

The officials spoke on condition of anonymity because they were not authorized to talk to the media. The U.S. rarely talks publicly about the covert CIA-run drone program in Pakistan.

Drone strikes have become an increasingly contentious issue between Washington and Pakistan. Pakistan's parliament has demanded the U.S. end all attacks on its territory.

Some figures within the Pakistani government and military are widely believed to have supported the attacks in the past. Washington-Islamabad security cooperation has declined as relations between the two countries have deteriorated, but many analysts believe there is still some support for the attacks on militants within Pakistan's senior ranks.

U.S. officials have said in private that the strikes are a vital anti-terror tool and have killed many senior al-Qaida and Taliban commanders.

On Thursday, a suspected U.S. drone killed 10 alleged militants in northwest Pakistan near the Afghan border.

The attack took place in a militant hideout in the North Waziristan tribal area. Most of those killed were believed to be Uzbek insurgents.

On Wednesday four suspected militants were killed in the village of Datta Khel Kalai in North Waziristan.

The ongoing strikes have complicated negotiations between Islamabad and Washington about reopening supply routes for NATO troops in Afghanistan. Pakistan closed the routes six months ago in retaliation for U.S. airstrikes that killed 24 Pakistani soldiers along the Afghan border. The Americans say the attacks were an accident.

Also Saturday, insurgents fired two rockets that killed two people and wounded 21 others in the city of Quetta, the capital of Baluchistan province, said senior police officer Qazi Abdul Wahid. One man was killed when a rocket slammed into a small Christian neighborhood, and a boy died when the second rocket hit a shoe store.

Baluchistan has experienced a decades-long insurgency by nationalists who demand greater autonomy and a larger share of the province's natural resources. The province is also thought to be home to many Afghan Taliban militants.

Saeima agrees upon Personal Income Tax cuts - Baltic News Network

Thursday, May 24 the Saeima almost unanimously votes for amendments to the Law of Personal Income Tax (PIT) in the final reading; according to the amendments, the personal income tax rate will be reduced from 25% to 24% in 2013.

The amendments provide that the PIT rate will be 24% from January 1, 2013, and then be reduced to 22% in 2014 and 20% in 2015.

The goal is to ensure Baltic States competitiveness in terms of investments and to make sure that labor taxes in Latvia are similar to those in Estonia and Lithuania, lower taxes are also hoped to reduce poverty and structural unemployment risks, as well as tax evasion, as the Ministry of Finance explained earlier.

The calculations of the Ministry of Finance show that reducing PIT by one percentage point in 2013 will leave the budget with LVL 33.2 million less in revenue.

As a result of the reduction of the PIT, state budget revenue in 2014 will reduce LVL 98.1 million, and LVL 173.3 million in 2015, as the Ministry of Finance predicts.

When deciding on the reduction of PIT, the Saeima did not support the proposal of deputy Vladimir Reskajs (HC) about PIT reliefs for young people without work experience. Reskajs explained to the deputies that the goal of his proposal is to motivate businessmen to employ young people without previous work experience. It would also be a signal to society and young people that the state supports them and hopes they stay in the country. Keeping in mind that Reskajs? proposal was not supported, he asked every deputy to help resolve the unemployment problem among young people.

Some other proposals from the opposition about more coulourful tax reductions as well as about the increase of the tax-free allowance were also declined.

Deputy Karlis Serzants (GFU) proposed to reduce PIT by 3% next year, and do the same in the next two years, thereby making PIT rate 16% in three years? time, instead of 25%.

Meanwhile, deputy Janis Ozolins (RP) said, while commenting on the proposal of the Greens? and Farmers? Union (GFU), that they remind him of a reality show, because GFU deputies warned everyone during the previous Saeima meeting that PIT reduction would be disastrous to local governments and will mean nothing to residents. Ozolins believes that PIT reduction from 25% to 20% is a timely decision for Latvia?s economy.

The proposal of Ivars Zarins (HC) about increasing tax-free allowance to 60 LVL and to 100 LVL in 2014 was also declined by the Saeima.

The Saeima also declined the proposal providing for decreasing PIT rate, but not decreasing local government income in response. The head of the Saeima Budget and Finance Commission Janis Reirs (U) points that it is not necessary to support this proposal, because the Ministry of Finance is tasked with ensuring that PIT reduction does not create losses to local governments, therefore the proposed principle is already in play. Also, in order to file in a budget draft to the Saeima it needs to be verified by the Latvian Association of Local Governments, Reirs adds.
