>> you and mitt romney want to cut marginal tax rates 20% across the board. you don't want to add to the deficit. you don't want to raise taxes on the middle class . a voter last night asked governor romney for specifics about which deductions would go away, and governor romney did not answer with specifics. the president jumped on that. vice president biden with savannah just jumped on that. i've looked back at your interviews, congressman, over the last couple of months on this subject. do you not offer specifics. why?

>> look, first of all, six independent studies showed that you can do exactly as we are suggesting. second of all, what mitt romney learned as a republican governor of a democratic state and what i've learned in getting bipartisan legislation moving is that you don't go to congress and say here's all of our details, take it or leave it. you say this is my framework. let's lower tax rates across the board, close loopholes for high-income people, make sure middle income taxpayers are protected.

>> congress, where's the leadership, and you're a numbers guy?

>> right. and here's what i know, matt. if you say to congress take it or leave it, here's my plan, my way or the highway, you don't get things done. look, i understand that's how the president operates. i understand that that's what they did the first two years they came in with one-party rule. we don't plan on governing like that, matt. we plan on reaching across the aisle and finding consensus. the good news is there are democrats who agree with us.

>> lowering tax rates , broadening the tax base and here's what mitt romney did say. you can have a number for the middle class to use, whichever deductions they think are important to them to protect them from tax increases.

>> they have a right to know our bottom lines. there are three bottom lines. we're not going to raise the dev dit. not going to raise taxes on middle class taxpayers or raise the share of the tax burden borne by the higher income people but this is a plan -- this tax reform plan, this structure doing what we say, that creates about 7 million jobs right there in and of itself. that's a pretty good juxtaposition against the president's tax increase on small businesses which will cost us over 700,000 jobs.

>> on the subject of libya, i want to talk about it, not the exchange. i think there's been a lot said about that this morning, but it led to another interesting exchange where the president firmly and pointedly chastised governor romney for politicizing a tragedy like this, a national tragedy. the father of ambassador stevens said, quote, it would be really abhorrent to make this into a campaign issue. so i want your response not to the president but to the father of ambassador stevens.

>> well, i would first say to him i think they had their memorial service yesterday, that we mourn his loss. this man did so much to serve our country, as did the other three americans who lost their lives, but what we owe chris stevens what, we owe these americans who gave their lives are to make sure that we get to the bottom of this so we can prevent something like that from happening again. that's what's so troubling about this story is that as the facts have come out it doesn't speak well as to how the administration has handled this. we know that they asked for more security. they didn't get it. we know that our marines guarding our ambassador in paris but not benghazi where there's al qaeda .

The vision for Color was big. Using geo-positioned crowd-sourced photos, Nguyen and company were going to build a virtual world to mirror our own, live.

Unfortunately, in terms of actual user adoption, the app went nowhere.

A few months in, Nguyen?scrapped the idea.?

Next,?Color became an iPhone app for taking short video clips and uploading them as "status updates" on to Facebook.

This idea also did not gain traction with actual users.

Finally, over this past summer, Nguyen stepped down.

So why does Apple want to bail out Nguyen and his investors?

The Next Web speculates the reason Apple wants to buy Color is its patents:

Color said that it had?six patents pending?at the time of its funding, including its ?elastic? social
graph and patents related to GPS location and battery saving. iOS developer DanielJalkut?uncovered several patent?applications?that Color has filed for in the last couple of months that have names like ?sharing?content?among a group of devices? and ?user device group formation?.

All of those patents reference a?provisional application?filed back in March of 2012 on the multiple device method. It?s not much of a stretch to say these patents could be applied to Apple?s Photo Stream feature in iOS 6.

Maybe that's it. Or maybe it's that Color has hard-to-find, talented engineers and Apple doesn't mind spending a microscopic percentage of its huge cash pile to get them.

Also,?Apple?s?Senior Vice President?Internet?Software?and Services Eddy Cue is said to be close with Nguyen.

I follow Plinky Prompts on Twitter and while I rarely ever answer any of the prompts, there occasionally are prompts which really make me stop and think. Today?s prompts was one of these. It asked: ?has social networking ? Facebook, Twitter, and everything in between ? actually improved your relationships??

My main social networking site is Facebook, as I?m friends with most of my close friends there as well as college and childhood friends. I also use Twitter but my use tends to be more sporadic and more along the lines of following and observing, whereas my use of Facebook is far more proactive and engaging. The main reasons for this is that I actually know the people I?m interacting with and I don?t feel like I?m shouting into a void, as I do sometimes on Twitter.

So in my case, the question really becomes about whether Facebook as a social networking toll has improved my relationships. The main argument I often find is that it helps to maintain relationships. These aren?t the strongly bonded relationships in which you?re not very likely to fall out of contact, but the looser bonds of casual friendship and?acquaintances?that come and go from our lives. Whether you would count this as improving a relationship really depends on the value you place on that category of friendship. Are these people just passing through your life, or are these opportunities which you missed along the way to get to know someone better? I?m mostly of the latter viewpoint, it?s never too late to develop a friendship. Then again, I also find that many times I add someone who I kinda know and then we don?t actually really interact beyond a cursory catchup.

So beyond maintaining loose social bonds, does Facebook actually affect the stronger social bonds in my life? I have found that on occasions, it has. I have been an expat twice in my life, for a period of 6 months and 10 months. While most people?s updates are perfunctory posts about their dog, what they had for dinner or where they were drinking last night, there is an intimacy of sorts in those updates. Those are the type of things you miss when you are away from home or somebody has left for another country. It?s the small things which help stave off the feelings of homesickness and keeps your friendships going.

Facebook in my experience has rarely ever improved a friendship or caused one to develop. It works as an expression of social relationships, rather than as a creator of friendships. Forming true friendships requires a vulnerability and openness which cannot be found through status updates, likes and comments. Facebook is a mirror to your social life; it reflects the relationships you already have or are creating away from your laptop.

I know that this is just my perspective, and that there are hundreds of couples who have gotten together and friendship started as a result of dating sites, twitter and so on, so tell me your thought on social networking sites.

CrowsBack in harness after another long weekend (which I could certainly get used to) and lots on for a Tuesday breakfast show. If you missed any of the interviews the audio is listed below.

Tom Sinclair from the Family Relationship Centre at Traralgon joined me to talk about a really interesting topic: a program for step parents to become better in that role. Tom details a number of pressures that are unique to a step family. If you're interested in finding out more about the program give Tom a ring on 5175 9333.

Evelyn Schmidt from the Buchan Neighbourhood House described how that community is using money it received from a State Library grant to further the computer skills of local residents. Training in internet banking, shopping and even tutoring in mathematics for primary school children are all being done on line with some interesting results.

Finally, Barry's theatre slot looked at new productions opening this weekend as well as the announcment of cast members for an innovative production later in the year.

(AP) ? Marco Scutaro stayed steady behind second base, absorbing Matt Holliday's hard takeout slide and tossing the ball to first for a possible double play.

As Scutaro squirmed in the infield, twisting in pain, fans at AT&T Park showered Holliday with boos. Giants players watched and worried, fearing the worst for a fallen teammate. Manager Bruce Bochy and trainer Dave Groeschner ran out of the dugout to attend to Scutaro, who finally dusted off the dirt and stood up strongly.

And just like that, so did San Francisco's offense.

Scutaro singled in two runs during a four-run fourth inning before leaving with a hip injury, sparking San Francisco's first home win this postseason, 7-1 over the St. Louis Cardinals on Monday night to tie the NL championship series at one game apiece.

"We felt for him," center fielder Angel Pagan said. "We felt a little bit of anger."

All those feelings came crashing down on the Cardinals in a hurry.

Scutaro left after the fifth because of a left hip he injured on a play Giants manager Bruce Bochy felt was illegal. X-rays were negative, and Scutaro likely will get an MRI exam on Tuesday. There was no word on his status, but closer Sergio Romo said when Scutaro left, the second baseman "had a little smile on his face that he'd be back. Definitely not really worried right now."

"In my opinion," right fielder Hunter Pence said, "it pumped us up a little bit."

The series now shifts to St. Louis for three games, starting Wednesday when San Francisco ace Matt Cain takes on Kyle Lohse of the Cardinals, and the Giants are already rallying behind the slide against Scutaro.

Things got testy when Holliday barreled into Scutaro at second base to break up the potential double play in the first inning. The play riled up fans that had seen three straight losses by the Giants so far this postseason and still hold fresh ? and sensitive ? memories of the home-plate collision that sidelined All-Star catcher Buster Posey most of last season.

"In hindsight, I wish I would have started the slide a little earlier, but it happened so fast," Holliday said. "I hope he's OK, he's a good guy. I was more interested in breaking up the double play."

There was plenty to cheer all night for Giants supporters.

Ryan Vogelsong pitched seven strong innings, Pagan hit a leadoff homer to give San Francisco its first home lead this postseason and Scutaro stayed in until breaking the game open with his single off Chris Carpenter.

"That shows you how tough he is," Bochy said. "I really think they got away with an illegal slide there. That rule was changed a while back. And he really didn't hit dirt until he was past the bag. Marco was behind the bag and got smoked. It's a shame somebody got hurt because of this. That's more of a roadblock."

Making Scutaro's hit even sweeter for the Giants was the fact that Holliday misplayed the ball in left field, allowing a third run to score on the error and Scutaro to advance to second.

"There's baseball gods. There's definitely baseball gods," said former Giants first baseman and current special assistant Will Clark, whose takeout slide in July 2008 of St. Louis second baseman Jose Oquendo, now the Cardinals third base coach, set off a brawl. "There's a reason why he hits a (single) and Holliday boots the ball he hit. Baseball gods shine in weird ways."

The Giants also benefited from a missed call by an umpire in the eighth inning after St. Louis center fielder Jon Jay made a spectacular, diving catch to rob Brandon Crawford of a hit.

Jay threw toward first and the Cardinals should have gotten a double play, but first base umpire Bill Miller did not see Allen Craig tag Gregor Blanco's jersey as he raced back to first on the play.

St. Louis manager Mike Matheny argued the call and the umpires huddled to discuss it, but they kept the safe call even though replays showed Craig made the tag. The Giants capitalized when Ryan Theriot hit a two-run single to make it 7-1.

"I'm not going to take a hard stance one way or another on the replay," Matheny said.

"That really wasn't the game today," he said. "But every once in a while there's a big play that does change the course of the game and I'm not against having something else to help get it right."

Back at Busch Stadium, Holliday will be cheered after being the target of boos all night following his aggressive play on the basepaths.

With runners on first and second and one out in the first, Craig hit a bouncer to Crawford, and the shortstop quickly flipped to Scutaro for the forceout. Holliday, a former high school football star in Oklahoma, came tumbling in and slid late into Scutaro, buckling his left leg to prevent the double play.

"A lot of guys take pride in breaking up double plays. Holliday is one of them," Cardinals second baseman Daniel Descalso said. "On slowly hit balls you're going to get hit. You don't want anyone to get hurt, but I'm all for playing the game hard."

Vogelsong got out of the jam by retiring Yadier Molina on a groundout to short.

"I just really was trying to make the next pitch to get the guy out so we could get him in the dugout," Vogelsong said.

Scutaro stayed in the game with a limp until being replaced in the sixth by Theriot. By then, he had done his damage with the bat in the big fourth inning.

The rally started innocently enough with a bloop, opposite field double by Brandon Belt and a chopper over third baseman David Freese by Blanco. Crawford then hit a bouncer between the mound and first base that Carpenter fielded and threw short and left of first base, allowing Belt to score. It appeared Crawford may have impeded Carpenter by running slightly inside the baseline, but the Cardinals did not argue the play.

After Vogelsong's sacrifice bunt advanced the runners to second and third, Pagan walked to load the bases with two outs and Scutaro lined his single to left-center that Holliday misplayed to the delight of Giants fans, putting Carpenter and the Cardinals into a 5-1 hole.

"He's a clutch hitter, he always has been, I know that since he's been over here," Carpenter said. "He's not going to miss those opportunities."

Vogelsong made the lead hold up by becoming the first Giants starter to make it through six innings this postseason. He allowed four hits and one run for his first career postseason win.

These teams have a history of contentious meetings in the NLCS, from Jeffrey Leonard's one-flap down home run trot in 1987 that riled up the Cardinals to a benches-clearing dustup 10 years ago when St. Louis reliever Mike Crudale buzzed Kenny Lofton after he showboated on a home run.

San Francisco answered with the bats this time as Pagan led off the bottom of the first with a homer ? matching his feat from Game 4 of the division series against Cincinnati. The Giants had been outscored 20-6 and never led in two home losses to the Reds and the Game 1 defeat to the Cardinals.

Pagan's shot came soon after Scutaro was wiped out.

"I haven't seen the replay, so I can't judge if it was dirty or not," Pagan said. "Any time you see a teammate fall down like that, you really feel for him."

The Cardinals tied it in the second inning when Pete Kozma drew a two-out walk and scored on Carpenter's RBI double, his third hit already this postseason.

But Carpenter, making his fifth appearance in 2012 after complicated surgery to remove a rib and two neck muscles, wasn't nearly as sharp on the mound or in the field. He allowed five runs ? two earned ? and six hits in four innings, failing to add to his 10 career postseason wins.

NOTES: Philadelphia's Jimmy Rollins is the only other player with two leadoff homers in a single postseason, doing it in 2008. ... Mysterious moon water: Did solar winds create lunar water?

These findings suggest that other airless bodies in the solar system may also possess water on their surfaces, investigators added.

These findings suggest that other airless bodies in the solar system may also possess water on their surfaces, investigators added.

Arguments raged for years as to whether the?moon harbored frozen water or not. Recent findings confirmed that?water does wet the moon, although its surface remains drier than any desert on Earth.

"With the cost of $25,000 for taking one pint of water to?the moon, it is essential that we develop processes of producing water from the materials on the moon," said the study's lead author, Yang Liu, at the University of Tennessee at Knoxville. "This is paramount to human settlement of the moon in the near future." [Gallery: Our Changing Moon]

"This water would be of most value as rocket fuel ? liquid hydrogen and liquid oxygen," Liu added. "Until the recent discovery of water in and on the moon, this was going to be a very energy-intensive endeavor to separate these elements from the lunar rocks and soil. Now we have ready sources of water that can be consumed by plants and humans, but also broken up into its constituent elements ? oxygen and hydrogen. Thus, we could use the moon as a jump-board for missions to Mars and beyond."

It remained uncertain where all of this water might come from, although some apparently?came from ice-rich comets. To find out more, scientists analyzed lunar surface dust, or regolith, that astronauts on the Apollo missions brought from the moon.

"Most samples actually come from an Apollo 11 soil collected by Neil Armstrong," Liu told SPACE.com.

Lunar regolith is created by meteoroids and charged particles constantly bombarding lunar rock. The researchers focused on grains of glass in the samples that were created in the heat of countless micrometeoroid impacts on the moon. They reasoned this glass might have captured any water in the regolith before it cooled and solidified.

The investigators found that a large percentage of this glass contained traces of wetness ? between 200 and 300 parts per million of water and the molecule hydroxyl, which is much like water, save that each of its molecules possesses just one hydrogen atom, not two.

To figure out where this water and hydroxyl originated from, the scientists looked at their hydrogen components. Hydrogen atoms come in a variety of isotopes, each with a different number of neutrons in their nuclei ? regular hydrogen has no neutrons, while the isotope known as deuterium has one in each atomic nucleus.

The sun is naturally low in deuterium because its nuclear activity rapidly consumes the isotope. All other objects in the solar system possess relatively high levels of it, remnants of deuterium that existed in the nebula of gas and dust that gave birth to the solar system.

The researchers found that the water and hydroxyl seen in the lunar glass were both low in deuterium. This suggests their hydrogen came from the sun, probably blasted onto the moon via winds of charged particles from the sun, which continuously streams from the sun at a rate of 2.2 billion pounds (1 billion kilograms) per second. The moon, lacking a significant atmosphere or magnetic field, slowly captures all the particles striking it. The hydrogen particles then bonded with oxygen bound in rocks on the lunar surface.

"The origin of surface water on the moon was unclear," Liu said. "We provide robust evidence for a solar wind origin. This finding emphasizes the potential in finding such water on the surface of other similar airless bodies, such as Eros, Deimos, Vesta."

The scientists detailed their findings online Sunday (Oct. 14) in the journal Nature Geoscience.

Mitt Romney's '$5 trillion tax cut': 5 things you should know

Romney has proposed about $5 trillion in specific, gross tax cuts over the next decade relative to current policy, most but not all of which would go to high-income taxpayers. He has also promised to offset a substantial portion of those cuts?presumably in the trillions of dollars?by reducing deductions and other tax breaks.

You?ve probably heard claims that Mitt Romney wants to cut taxes by $5 trillion. Here are five things you should know about that figure:

1. $5 trillion is the gross amount of tax cuts he has proposed, not the net impact of all his intended tax reforms.

Governor Romney has been very specific about the taxes he would cut. Most notably, he would reduce today?s individual income tax rates by one-fifth (so the 10 percent bracket would fall to 8 percent, the 35 percent to 28 percent, etc.) and reduce the corporate income tax rate from 35 percent to 25 percent. In addition, he would eliminate the alternative minimum tax (AMT), the estate tax, the taxes created in 2010?s health reform act, and taxes on capital gains, dividends, and interest for incomes up to $200,000 ($100,000 for singles). The $5 trillion figure reflects the revenue impact of all those cuts.

But Romney has also said that he intends his reforms to be revenue-neutral, with the specified revenue losses being offset by a combination of economic growth and unspecified cuts in deductions and other tax preferences. The net impact of his reforms would undoubtedly be less than $5 trillion, perhaps much less if he?s aggressive in going after tax breaks or willing to compromise on some of his other tax reform goals (e.g., not raising taxes on investment income). Without any details about what he would do, however, we can?t measure the net revenue impact of his ideas.

2.?$5 trillion is a 10-year extrapolation from a TPC estimate for 2015.

TPC has?estimated?that the gross tax cuts proposed by Romney would amount to $456 billion in 2015. Budget debates in Washington often focus on ten-year periods, so commentators have coalesced around a natural, if imprecise, extrapolation: multiply by 10 and round up because of a growing economy. Result: $5 trillion over ten years.

3.?$5 trillion does not include the impact of permanently extending many expiring tax cuts, including those from 2001 and 2003.

In budget parlance, the $5 trillion is measured against a current policy baseline, not a current law one. TPC?s current policy baseline assumes that many expiring tax cuts, including the 2001 and 2003 cuts, the AMT patch, the current version of the estate tax, and the tax credits enacted or expanded in 2009 will all be extended permanently. Romney proposes to extend all of these except the 2009 credits. Because it is measured against current policy, the $5 trillion figure does not include the revenue impact of any of those extensions (but does include a small revenue increase from expiration of the credits).

The current law baseline assumes all tax cuts expire as scheduled yielding almost $5 trillion more revenue than does current policy. Relative to current law, Romney?s tax proposal would thus be roughly a $10 trillion gross tax cut. (The same issue arises with President Obama?s tax proposals, which?we estimate?amount to a $2.1 trillion net tax increase relative to current policy, but a $2.8 trillion net tax cut relative to current law.)

4.?$5 trillion includes more than $1 trillion in gross tax cuts for families earning $200,000 or less.

Governor Romney?s specified tax cuts would go primarily to high-income taxpayers for a simple reason: they pay a large share of taxes and thus get a large benefit from a proportional reduction in tax rates. But that doesn?t mean that all the tax cuts go to top earners. Middle- and upper-middle income taxpayers would also get a gross tax reduction because of the reduction in tax rates, the elimination of taxes on capital gains, dividends, and interest for low and middle incomes, and, for some, the elimination of the AMT. Those gross tax cuts amount to more than $1 trillion over ten years.

5.?$5 trillion includes around $1 trillion in gross tax cuts for corporations.

Cutting the corporate income tax rate from 35 percent to 25 percent would lower corporate tax revenues by roughly $1 trillion over the next decade. Little-discussed in the current debate is whether and how Governor Romney would offset this revenue loss.

As he has rightly noted,?corporate taxes are ultimately borne by people, including workers and shareholders. Most of the corporate rate reductions would ultimately benefit high-income taxpayers since they own more investment assets and earn higher labor income. But about two-fifths of the benefit would go to low-, middle-, and upper-middle income workers and investors.

Bottom line: Governor Romney has proposed about $5 trillion in specific, gross tax cuts over the next decade relative to current policy, most but not all of which would go to high-income taxpayers. He has also promised to offset a substantial portion of those cuts?presumably in the trillions of dollars?by reducing deductions and other tax breaks, primarily for high-income households. Lacking any specifics, however, we can?t know what net tax cut, if any, he proposes.
